Resilience over efficiency

Overlapping roles, duplicated capability and deliberate slack — treated as fault tolerance rather than waste.

Efficiency is the optimization every organization is taught to run. Remove the duplication. Load each role to capacity. Eliminate the slack.

The result is a system with no margin, where one departure, one illness, one market shift propagates straight through. The efficiency was real; it was purchased with fragility, and the bill arrives all at once.

The HAO makes the opposite trade explicitly. Intentional redundancy — overlapping roles, responsibilities and systems — is a design requirement, not an inefficiency to be squeezed out in the next planning cycle.

Why it needs to be explicit

Because redundancy is the first thing cut under pressure, every time. Unless it is written down as load-bearing, it reads on a spreadsheet as waste, and someone optimizing in good faith will remove it. Naming it as fault tolerance is what protects it from a well-intentioned efficiency drive.

This is also why the framework treats organizational learning as continuous rather than periodic. A resilient system needs to notice it is being stressed while there is still margin left to respond.

Where it is fragile

The cost is real and it is paid in the present, while the benefit is probabilistic and arrives in the future — the classic structure of every under-funded insurance decision. A network under genuine competitive pressure will feel the redundancy as a handicap against a leaner rival, and the honest answer is that sometimes it is one.

The framework’s bet is that the resilient network survives the shock that removes the efficient one. That bet is unfalsifiable on any short horizon, which is precisely what makes it hard to hold when the quarter is bad.
